After careful consideration of all community feedback gathered during the community engagement process, Council has decided to move ahead with the next steps to transform Mandurah’s Western Foreshore.

This includes a detailed planning phase and initiating the process of seeking a land excision from the State Government, to allocate a portion of the existing reserve for commercial use.

Along with a masterplan that will see major upgrades in the public spaces adjacent to the new skate park and children's playground, Council is proceeding with plans to approve a new family-focused hospitality precinct on this iconic site.

Your input during the engagement phase was invaluable, and it has played an important role in shaping the Council’s decision and discussions around this project.

The City of Mandurah will now move forward with seeking a land excision from the State Government to create a leasehold site within the existing reserve for the commercial development, a process which requires Parliamentary approval. The State Government and Minister would also need to approve lease arrangements. When these steps are approved, there would then be a Development Application for the commercial development which would be considered by the WA Planning Commission.

The Western Foreshore Leisure Precinct is the area on the Halls Head side of the Estuary that runs from the War Memorial at the northern end, to the space under the Mandurah Bridge at the southern end.


It’s an area with a long history of recreation and leisure and has provided enjoyment for generations of locals and visitors.


In 2018, as part of one of the largest pieces of public consultation ever, our community told us what they wanted to see on the Western Foreshore, and that they thought the commercial offerings should be upgraded.


You told us that the area means a lot to people in Mandurah, but that some aspects, like the commercial site, needed upgrading. We also know that it is underused and has enormous potential to bring greater benefits to the city through economic development, job creation, community utility and investment.


Our community was invited to provide feedback on two aspects regarding the Western Foreshore:

  • The Western Foreshore Leisure Precinct Plan, which explains the broader vision for the area.
  • The commercial site (described formally below as the Western Foreshore Commercial Site Business Plan to Enter Into a Major Land Transaction.
This engagement period ended on 26 July, and Council will now consider all submissions at the next council meeting.


Western Foreshore Leisure Precinct Plan


As part of the broader Western Foreshore Leisure Precinct Plan, the City has already delivered family-friendly facilities in the area, including the world-class Koolaanga Waabiny Adventure Playground and the Mandurah Skate Park, in addition to the Mandurah Bridge, the War Memorial, and public artworks and facilities.


Council invited feedback on the remaining elements of the Precinct Plan. This engagement period ended on 26 July.


The plan aims to balance the need for a family-friendly space where everyone is welcome, with sustainable elements that ensure its usage and enjoyment for decades to come, including highlights like:

  • New public jetties for public access on this site
  • An all-abilities Kayak launch area
  • A market square and a major event space
  • Improved pathways
  • The activation of an Amphitheatre underneath the bridge
  • Recreational space for games like pickleball

We all share the goal of ensuring Mandurah is a thriving city, connected to its people and to nature, as we unlock its potential for everyone who lives, works or visits here. The Western Foreshore Leisure Precinct Plan is a critical piece in that bigger picture for Mandurah City Centre.

Western Foreshore Commercial Site Business Plan to enter into a Major Land Transaction

Along with the Precinct Plan, we were also looking for community feedback on the proposed use of the commercial site on the Western Foreshore.


Given the significance and prominence of the location, the City of Mandurah Council completed a multi-stage “Expression of Interest”, or EOI, process seeking proposals from organisations for an initial 25-year lease opportunity on the site. A long-term lease gives the proponent confidence to invest in the site.


This process was highly competitive and attracted interest from seven commercial businesses that outlined their concepts, the investment proposed, and the opportunities their proposals would create for the Mandurah community.

The proposals were assessed against established selection criteria, which included things like the ability of the proponents to:

  • Provide a leisure or active tourism offering additional and/or complimentary to existing offerings in the area
  • Activate/create vibrancy in the area and to integrated into the surrounding reserve and broader City Centre precinct
  • Provide the most economic and/or community benefit
  • Deliver a feasible project and demonstrate sound business, financial and technical capacity capability, and experience


At its meeting on 28 May 2022, Council resolved to invite three proposals to commence to stage 2 of the EOI process, and on 28 May 2024, Council endorsed a preferred proponent to lease the land.


Under the Local Government Act 1995, when a local government is considering the acquisition or disposal (which includes the sale of land or, as in this instance, a lease) of property that is more, or worth more, than either $10,000,000 or 10% of its operating revenue, it is required to undertake a Major Land Transaction. This lease would fall into that category.


A Major Land Transaction requires the City of Mandurah to prepare a business plan to provide an overall assessment of a proposal. In this instance, it is called the Western Foreshore Commercial Site Business Plan to enter into a Major Land Transaction (the Business Plan) and includes:

  • Expected Effect on the Provision of Facilities and Services by the City of Mandurah
  • Expected Effect on Other Persons Providing Facilities and Services in the City of Mandurah
  • Expected Financial Effect on the City of Mandurah
  • Expected Effect on Matters Referred to in the City of Mandurah Strategic Community Plan
  • Ability of the City of Mandurah to Manage the Disposal and Ongoing Arrangement
  • Any other matter prescribed for the purposes of the subsection
