What is this proposal?
The City of Mandurah is inviting the community to have their say on a proposed planning change for two sites in the Mandurah Ocean Marina:
- Lot 24 at Breakwater Parade, which is currently used as a parking for the public car park, and
- Part of Strata Lot 107 at Dolphin Drive, which is part of an existing privately owned tourism accommodation site (Seashells Resort).
An application has been received on behalf of the landowners of these sites to amend the Mandurah Strategic Centre Precinct Structure Plan.
The City is seeking community feedback on updating the planning rules for these pieces of land that proposes the following changes to the Precinct Structure Plan:
- Apply a mixed-use zoning to Lot 24, while retaining its role as a public parking location
- Allow for tourism uses on Lot 24
- Introduce new building height limits across both sites to guide future development:
- Up to 4 storeys along Breakwater Parade
- Up to 8 storeys across the remainder of Lot 24
- Up to 14 storeys on part of the Dolphin Drive site (which is two storeys taller than the previously approved and undeveloped stages of the Seashells Resort)
- Require active building frontages along Breakwater Parade.
Why is an amendment needed?
Right now, part of this land doesn’t have clear planning rules. That makes it hard to understand what could be built there in the future, or how development should fit in with the marina and surrounding area.
The proposed change would:
- Clearly set out what the land could be used for
- Put limits on building height
- Make sure any future development is well designed and carefully planned
- Provide certainty over the development outcomes allowed on a privately owned site that has been used for parking by the public through an agreement with the City.
This proposal does not approve a building. It only sets the rules that would apply if a development is proposed in the future.
Why does this matter?
These sites are one of the last undeveloped pieces of land in the Mandurah Ocean Marina area. Getting the planning rules right now helps make sure that:
- Any future development fits the character of the Marina
- Buildings don’t overwhelm nearby streets or the foreshore
- The area supports Mandurah as a place to visit, work and spend time
- Economic benefits, like jobs and support for local businesses, are considered alongside community impacts
