What is a precinct structure plan?
What is a Precinct Structure Plan?
A Precinct Structure Plan is a set of rules that outlines what can be built in an area.
It covers things like:
What is being proposed?
The proposal suggests:
Does this approve a building or mean changes will happen now?
No. This change does not approve a building.
It only updates the rules about what might be allowed in the future.
Nothing will change on the site unless a separate development application is approved later.
What could be allowed?
Right now, it is unclear what can be built on Lot 24 because it doesn’t have clear rules.
If this change is approved, the land could allow:
How tall could buildings be?
If approved:
Lower buildings (around 4 storeys) would be closest to Breakwater Parade to better fit in with nearby buildings.
These heights are intended to support a high‑quality tourism development while respecting the surrounding area.
Why is this change needed?
The main reason is to make it possible to build a high‑quality hotel in this popular location.
The landowners have spoken with several well‑known hotel brands, including:
These hotel groups believe a 4.5‑star hotel would work well here and meet current demand.
Both Lot 24 and part of Strata Lot 107 are needed to make this kind of development possible.
The change will:
This helps ensure any future development is well planned and coordinated across both sites.
This land is absolute beachfront and faces north in the Mandurah Ocean Marina, so it’s important for Mandurah to get the right outcome.
Will the public still have access to parking?
Yes. The car park will stay the same for now.
The City currently has a 20‑year agreement to use the car park (until January 2039).
The City pays $1 per year and looks after maintenance.
Under the proposed change Lot 24 would be required to provide 50 parking for the public permanently. This would reduce the number of bays from 110 currently, to 50.
How can I get involved?
Yes, you can have your say.
The proposal is currently advertised, and anyone can make a submission.
What happens after community consultation closes?
Once the community consultation period closes:
After that, any future development must follow the approved Structure Plan rules.
