About the Plan

The City of Mandurah has prepared the Mandurah Health Precinct Structure Plan which will guide how land, transport and health services within the precinct (which surrounds the Peel Health Campus) can grow and develop into the future.

The proposed expansion of the Peel Health Campus and the status of the City of Mandurah’s existing planning framework (where individual landholdings are required to have their own Structure Plans) has created the need for a new Plan to coordinate the development of surrounding landholdings and transport networks.

The objective is to provide a coordinated plan for future development and re-development of the public and private land within the precinct, with a focus on health-related land uses surrounding the Peel Health Campus, together with a coordinated approach to access arrangements and delivery of a future upgrade of Lakes Road.

The structure plan is made up of two written texts and three plans:

  • Part One: Implementation text, effectively the provisions that proponents and decision-makers will need to have due regard for in any development within the Precinct.
  • Part Two: Explanatory text, rationale and technical appendices.
  • Plan One: Structure Plan map.
  • Plan Two: Concept master plan to indicate the intent for the broader precinct, integrating the Peel Health Campus site.
  • Plan Three: Concept plan for the upgrade of Lakes Road.

Please note that the structure plan is being advertised to seek public comment on the proposal. The advertising of the structure plan does not indicate any formal support by the Western Australian Planning Commission.

The consultation period is now closed.

Update

In August 2025, Council resolved to advertise the Mandurah Health Precinct Structure Plan to the broader community. The plan was advertised for a period of 42 days, closing on 10 November 2025. The consultation generated 30 submissions from a variety of stakeholders.

In November 2020, the State Government announced its intention to expand the existing Peel Health Campus building, subject to development of a business case and project definition plan. On 6 November 2025, the State Government announced a revised scope to deliver an entirely new hospital building on the existing site, now referred to as the New Mandurah Hospital.

The City of Mandurah is currently working through the submissions received and the implications of the revised scope for the new Mandurah Hospital, with the intention to report back to Council on the Health Precinct Structure Plan later this year. The timing of this, to some degree, will be dependent on the progress of the State Government on the New Mandurah Hospital.
