What is a structure plan?

    A Structure Plan is a document that guides and facilitates development. It sets out the vision, objectives, and framework for future development in a specific area. Structure Plans help to coordinate land use, infrastructure, and community needs to ensure growth is well managed and sustainable.

    Why has the Mandurah Health Precinct Structure Plan been prepared?

    The Mandurah Health Precinct Structure Plan has been developed to guide the future growth and development of the health precinct. It aims to support health services, create opportunities for new businesses, and ensure the area meets the needs of our growing community.

    How was the structure plan developed?

    City officers have engaged with current landowners within the precinct to better understand their aspirations for the development of their landholdings. 

    Various consultants have also been engaged to provide technical information to support the development of the plan, including a Health Needs Analysis, a Bushfire Management Plan, a Local Water Management Report, an Environmental Assessment and a Traffic Impact Assessment.

    All of this information and data has been used to inform the development of the structure plan.

    Does the structure plan include the Peel Health Campus redevelopment?

    The Mandurah Health Precinct Structure Plan is a separate document and process from the hospital redevelopment. The Structure Plan’s main focus is to guide the overall development of the wider health precinct, while the hospital redevelopment is being delivered independently by the WA Government.

    This being said, the Structure Plan does consider how the broader health precinct can support and integrate with the upgraded hospital facilities, and City officers have been actively engaged with WA Government representatives involved in the Peel Health Campus upgrade. The Concept Master Plan (Plan 2) also provides some guidance on how the City of Mandurah would like the hospital upgrade to integrate with its surroundings.

    Does the Mandurah Health Precinct Structure Plan impact an Aboriginal Heritage Site?

    The plan area overlaps with the general location of two registered Aboriginal Heritage Sites, but it's unlikely the actual sites will be affected.

    To keep Aboriginal Heritage Sites safe, their exact locations are kept private. On official maps, a large protective "buffer zone" is drawn around them. The Structure Plan area only overlaps with these buffer zones, not necessarily the actual sites themselves. The two sites in this area are connected to the Serpentine River and Goegrup Lake. Because of where they are, the development proposed in the plan is not expected to cause any harm.

    The Structure Plan includes a clear instruction for any future developers. Before any work begins, they must carry out their own investigations to ensure no Aboriginal cultural heritage is impacted. This is a legal requirement.     When will changes happen?

    The timing of changes will vary. The redevelopment of the Peel Health Campus is a State Government project, so its schedule is determined by the WA Government. The City of Mandurah has developed the structure plan to guide the overall growth of the health precinct, but the actual development or subdivision of private land within the precinct is up to individual landholders. The structure plan provides a long-term vision, so some changes may take several years to be realised.

    What is the process for final approval?

    After the advertising period, all feedback will be reviewed and considered. The structure plan may be updated based on community input before being presented to Council for endorsement and then submitted to the Western Australian Planning Commission for final approval.

    How can I get involved?

    We are now keen to hear our community’s feedback on the draft Mandurah Health Precinct Structure Plan. Community members are encouraged to review the draft Plan and provide a submission. The consultation period closes on 10 November 2025.
