About the proposal

The City of Mandurah is inviting community feedback on a proposed change to the Lakelands Town Centre Precinct Structure Plan from "mixed business" to "core retail". The land affected is vacant land at Lot 2102 Lake Valley Drive, Lakelands, located south of the existing Lakelands Shopping Centre.

At present, the land has an existing development approval for a bulky good showroom precinct. The proposed change would allow retail uses that are not currently permitted.

The landowners now wish to change the planning designation of the site from "mixed business" to "core retail". This means the land could be developed for:

  • A new supermarket

  • Smaller supporting shops

  • Car parking and landscaping

The proposed change aims to:

  • Support the growth of Lakelands Town Centre as the population increases

  • Strengthen the town centre by keeping shops together in one area

  • Provide local jobs and more choice for residents

  • Create pedestrian access through the site


How you can get involved

The City would like to hear your views before any decision is made. There are three ways to submit your feedback:

1. Complete the submissions survey at the bottom of this page.

2. Make a submission via email to planning@mandurah.wa.gov.au(External link)

3. Make a submission via post to City of Mandurah, PO Box 210, Mandurah WA 6210.

The consultation period closes on Monday 22 June 2026.


Next Steps

An assessment of the information submitted by the applicant will be made by City officers and, after the consultation period closes, all submissions will be reviewed and considered. The proposal may then be updated before being presented to Council for consideration, prior to being decided by the Western Australian Planning Commission.

If the proposed structure plan change is approved, any future development would still need separate development approval and further detailed assessment.

Please note that the structure plan is being advertised to seek public comment on the proposal. The advertising of the structure plan does not indicate any formal support by the Western Australian Planning Commission.
