Proposal to Impose Differential and Specified Area Rates
At the Council Meeting of 23 April 2024, Council adopted the Long Term Financial Plan (LTFP) and the Council Financial Position and Performance Policy for the purpose of inviting community submissions.
The LTFP contains financial projections to provide an indication of the City’s financial capacity on a rolling ten-year basis. It is based on a number of objectives and assumptions.
The first year of the plan includes a recommendation to impose differential rates, based on a 3.98% increase, and, in accordance with Section 6.36 of the Local Government Act 1995, the City of Mandurah proposes to impose the following differential rates for the 2024/25 financial year.

Council is now seeking comments on the information contained in the Statement of Rating Objects and Reasons and the SAR rates in the dollar that are proposed for the 2024/2025 financial year. Submissions can be made via the form at the bottom of this page. The documents may also be inspected or obtained from City of Mandurah Administration Building, 3 Peel Street Mandurah between the hours of 8:30am – 4:30pm Monday to Friday or via the City’s website www.mandurah.wa.gov.au
Following the closing of submissions, Council will be presented with community feedback prior to determining the rates for the 2024/2025 Financial Year.
Rates are used to create and support strong communities through neighbourhood projects and services. In 2024-2025 they will help pay for some significant projects that will benefit the Mandurah community:
Completion of Dawesville Community Centre
Completion of Eastern Foreshore renewal project
Commencement of Merlin Street Activation Plan
Mandurah Performing Arts Centre and Cinema Building Air Conditioning Replacement
City Centre Streetscape Upgrades
Yalgorup National Park projects
Design of a new Operations Centre
Continuing Coodanup Foreshore Upgrade
Commencement of Dawesville Foreshore Upgrade
Commencement of construction of Car Parking in Western Foreshore Precinct
The city has also identified savings of $250,000 in each of the next ten years, while still delivering critical community services like:
Libraries and community centres
Sports and recreation facilities, including the Mandurah Aquatic and Recreation Centre (MARC)
Mandurah Performing Arts Centre (MPAC)
Boat ramps, playgrounds, parks, and reserves.
Road maintenance and bin collections.
Youth and Senior services (Billy Dower and Seniors Centre)
These services allow the Mandurah community to enjoy the magic of Mandurah every day.
As households across Australia are keenly aware, increased cost of living expenses have made responsible, long-term budgeting more vital now than ever. The proposed differential rates allow the City to plan and continue to provide a wide range of community services while also being prudent and sensible.
