The City of Mandurah is assessing a Foreshore Management Plan which applies to the Madora Bay Foreshore Reserve, located within the Madora Bay North (Seaside) Structure Plan area. The Foreshore Management Plan has been prepared to guide the planning, development, rehabilitation and long-term management of the foreshore reserve. The overall vision for the foreshore reserve is to establish an area that retains and protects coastal landforms and vegetation, and provides open space which encourages outdoor activity and interaction with nature and the coast.
Primarily, the purpose of the Foreshore Management Plan is to protect and enhance the conservation value of the foreshore, and to ensure that the implementation of the proposed coastal node has minimal impact on coastal processes and biodiversity. The Foreshore Management Plan enhances the recreation value of the coastal node through the provision of improved access and community infrastructure. The Foreshore Management Plan - Masterplan details the following community infrastructure within the foreshore reserve / coastal node:
Main entrances defined by pergola structure with seating artwork and interpretation signs
Beach access with boardwalk
Roadway and footpath pavement to create slow traffic speed, pedestrian focused environment

Open turf area with shade trees
Turf viewing mound and event space
Large all ages playground
Youth activity precinct with sport court and parkour equipment
Seating nodes with shelter, bbq and table settings
Beach showers and wash down
Car parking with shade trees
Implementation of the Foreshore Management Plan is required to occur to the satisfaction of the City of Mandurah, and includes a series of monitoring and auditing programs.
