The City of Mandurah is assessing a Local Development Plan which applies to the Seaside Local Centre. The Local Development Plan has been prepared by the proponent and will be assessed by the City, before a determination is made by Council.

The purpose of the Local Development Plan is to address design elements such as building setbacks, parking and access requirements, landscaping, and building colours and materials which apply to the lots within the Local Centre zone. If approved, any future development applications will be assessed against the provisions of the Local Development Plan.

The approved Madora Bay North Structure Plan, and applicable subdivision approval, specify the extent of what the Local Development Plan will cover - as such, the Local Development Plan has been prepared to address built form, access and parking.

The Local Development Plan shows an indicative concept for the adjacent foreshore and surrounding roads. It is therefore relevant to note the following:

  1. A Foreshore Management Plan is being prepared by the proponent which deals with the long-term management, as well as guiding the development of the foreshore. Given that this is a separate approval process, the Foreshore Management Plan will be advertised in due course.
  2. The City is currently considering civil plans for the road design surrounding the Local Centre, which deal with technical design in terms of surface treatments, widths and traffic calming measures. The road alignment has previously been endorsed through the Structure Plan and confirmed through the subdivision approval.

The City is advertising the Local Development Plan in order to assist with its assessment. Submissions on the proposal should be made in writing to the City by 17 April 2025 via email planning@mandurah.wa.gov.au.
