Our coasts are dynamic environments, experiencing change due to natural events such as erosion, flooding and inundation. It is important for us to understand how they change and play our part to ensure we can enjoy sandy beaches and foreshores for generations to come. The City is doing this through the development of Coastal Hazard Risk Management and Adaptation Plans (CHRMAPs).

A CHRMAP is a long-term plan that identifies the assets and areas which are most valued along the coasts and how they will be managed and protected as our coast experiences these changes. It considers the immediate, short (25 years), medium (25-50 years) and long-term (50-100 years) risks and management of coastal hazards on Mandurah's beaches.


Northern Beaches CHRMAP:

A Coastal Hazard Risk Management and Adaptation Plan (CHRMAP) and Action Plan for Mandurah's Northern Beaches was adopted by Council in July 2023.

This Northern Beaches CHRMAP applies to beaches from Madora Bay to Halls Head. The areas of the City’s northern beaches that are vulnerable to coastal erosion and flooding have been identified through an assessment of coastal hazards.

As part of the implementation of the Action Plan, the City has identified a few key projects to be completed over 2023 and 2024:

    • Develop and implement a 10 Year Capital renewal and upgrade program for Coastal and Marine assets
    • Coastal Monitoring Program review and improved preparedness for events that cause coastal impacts
    • Expand and continue the CoastSnap initiative on Mandurah’s northern beaches
    • Coastal Protection Options Assessment for Doddi’s Beach
    • Detailed Design Upgrade of Town Beach Buried Seawall
    • Permanent Sand Bypassing Feasibility Investigation


How has the community been involved in the development of the CHRMAP?

Prior to the adoption of the plan, the City completed consultation with the community to:

  1. Educate on the possible risks to our coastlines and nearby assets over time
  2. Understand what the community values about our coastal areas
  3. Develop a framework (CHRMAP) with options to guide how we preserve the coast in the future.

The City of Mandurah gained feedback on the impacts and concerns of affected community members and groups through various engagement methods including surveys, workshops and focus groups. The feedback obtained through this process has formed the basis of the Northern Beaches CHRMAP which provides context around existing and future coastal vulnerability and the framework for managing the associated risks, including advice on how a changing coastal environment will influence future development decisions.



Southern Beaches CHRMAP:

A CHRMAP will be developed for the City's southern beaches, following an assessment and consultation process similar to the development of the northern beaches plan. Follow this project page for updates on the project and opportunities to have your say.

This project aligns with the State Government's requirement for decision-making in relation to coastal hazards.

    The plan for our southern beaches has not yet been developed but the evaluation of potential future hazards will consider existing and proposed infrastructure and the timeline over which these assets may be at risk. More information on the plan for our southern beaches will be available shortly
